The Inter University Consortium for the Promotion of Social Science Arts and Humanities signed a Memorandum of Understanding (MoU) with the American Institute of Pakistan Studies on 24 August 2012. Professor Dr. Muhammad Mukhtar, Founding Chairperson of the IUCPSS and Dr. Kamran Asdar Ali, President are signatory of this MOU. This MOU was signed at University of Gujrat and other founding members of this consortium, Prof. Dr. Nizamuddin and Prof. Dr. Zakir Hussain.

Professor Dr. Riaz Hussain Advisor Higher Education Commission of Pakistan was honor guest for this event. Hundreds of faculty members and employees from the University of Gujrat witnessed this historical ceremony.


The nine members Inter University Consortium for the Promotion of Social Sciences Arts and Humanities (IUCPSS) signed a Memorandum of Understanding (MoU) with the Tourism Development Corporation of Punjab (TDCP) in   Lahore in May 2012. Prof Dr Muhammad Mukhtar, Chairperson IUCPSS and Vice Chancellor, the Islamia University of Bahawalpur (IUB) and Mr. Saad S Khan, Managing Director, TDCP signed MoU on behalf of their respective organizations. This ceremony was chaired by Professor Dr. Sohail H Naqvi, Executive Director of the Higher Education Commission of Pakistan (HEC) and Vice Chancellors of the consortium member universities including Professor Dr. Khawaja Alqama, Bahauddin Zakariya University, Multan, Prof. Dr. Zakir Hussain, GC University, Faisalabad , Prof. Dr. Nizamuddin, University of Gujrat, Prof. Dr. Abdul Razzaq, University of Baluchistan, Quetta, Dr. Mohsin Khan, Institute of Management Sciences, Peshawar and Dr. Haroon-ur-Rashid, COMSATS, Abbotabad, represented their institutions during the signing ceremony.
MoU between IUCPSS and TDCP as an important milestone in promoting socio-economy and regional diversity Pakistan is blessed with. He said that flourishing of tourism will promote harmony, mutual understanding and learning about our rich cultural heritage and beautiful traditions both nationally and internationally. Responding to a proposal given by the Chairperson, IUCPSS, Professor Dr. Muhammad Mukhtar, he agreed to promote tourism in HEC sponsored conferences, meetings and symposia. He asked that all consortium participating and other higher education institutes should develop guide maps highlighting places of interest in their surroundings.
The Chairperson of the IUCPSS and Vice Chancellor IUB, Professor Dr. Muhammad Mukhtar described this MoU as an exceptional opportunity to promote hospitality management educational activities.He assured that Consortium will do utmost efforts to highlight beautiful history and regional culture in collaboration with TDCP.
Professor Dr Muhammad Mukhtar mentioned role of media in elevating soft image of Pakistan and further described that tourism industry has become very responsive to environmental intelligent system. Upon signing this MoU, we will bridge gaps and promote regional social values in promoting tourism. Mr. Saad Khan envisioned that IUCPSS will assist TDCP in its educational programs besides facilitating tourist activities. Collaboration between the IUCPSS and TDCP will strengthen both parties reciprocally as far as their joint efforts towards uplifting of the people of Pakistan are concerned. Both parties will share their expertise and work jointly towards educational, social, tourism sector and associated activities.


In the year 2015, the Inter University Consortium for Promotion of Social Sciences, Arts and Humanities(IUCPSS), an alliance of 30 leading universities of Pakistan and the National Book Foundation (NBF) have signed a Memorandum of Understanding (MoU) to promote book reading culture, and social sciences in the higher education sector. The MOU was signed by IUCPSS Chairman & Vice Chancellor University of Hairpur Dr. Nasser Ali Khan and NBF Secretary Mr. Aftab Ahmed Soomro at Abdul Wali Khan University Mardan.
The event was attended by more than 30 vice chancellors academicians and representatives of civil society. According to the MoU, both the organization agreed to extend cooperation with one another to undertake collaborative efforts through organizing joint programs and activities. It was also agreed that NBF in partnership with member universities would establish “NBF University book shops” where special discounts (50% on NBF publications, 15% on textbooks and 10% to 33% on general books) would be offered to the students. In addition, under the “Readers Club Scheme” a special quota of members would be allocated to each of the universities.
Terming the MOU milestone, NBF Managing Director Prof. Dr. Inam ul Haq Javed said that under the NBF slogan of delivering “Books at your doorstep,” the NBF would continue to facilitate university students and faculties. Through this MOU, the students would not only be able to get discounted books in their own universities but their reading habits would also get better. He appreciated the efforts of the Inter University Consortium for the revival of social sciences, arts and humanities in Pakistan and assured his cooperation in this regard. IUCPSS Chairperson Dr. Nasser Ali Khan said that the singed MOU would be greatly beneficial to member institutions and both the national organizations would undertake special programs.
The MOU was signed by many universities, including: Quaid-e-Azam University Islamabad, Federal Urdu University Karachi, University of Peshawar, Abdul Wali Khan University Mardan, Shah Abdul Latif University Khairpur, COMSATS Institute of Information Technology Islamabad, Institute of Management Sciences Peshawar, University of Swat, University of Malakand, University of Hairpur, University of Turbat, Baluchistan, BZU Multan and others.

The Cholistan Development Council (CDC) of Pakistan is an NGO affiliate of the IUCPSS. Dozens of programs have been conducted in collaboration with the CDC and IUCPSS. Worth mentioning here is CDC and Islamia University of Bahawalpur jointly sponsored program at the Higher Education Commission of Pakistan in March 2012. The Cholistani folk artists set the cultural horizon of the federal capital ablaze with their sterling performance in an exclusive cultural program “Cholistan Cultural Evening” organized by the Islamia University of Bahawalpur under the auspices of Inter University Consortium for Promotion of Social Sciences (IUCPSS) at the auditorium of Higher Education Commission.
The Vice Chancellors, academicians, diplomats, HEC officials and personalities belonging to various walks of life attended this cultural event. The program was part of the efforts being undertaken by the consortium and its partner CDC to promote and preserver Pakistan’s local culture and heritage.

The Chairman of IUCPSS and Vice Chancellor, the Islamia University of Bahawalpur, Prof. Dr. Muhammad Mukhtar highlighted the objectives and background of inter university consortium and rich cultural heritage of Cholistan region.
He said that the performance of Cholistani artists has truly reflected the magnificence and diversity of Pakistani culture. Today, IUB has become a dynamic and rapidly growing higher education institution playing its role actively in social and economic development of the region besides excellence in education and research.He also appreciated the cooperation extended by Cholistan Development Council, Bahawalpur in organizing the cultural event and contribution in promoting rich cultural heritage of Cholistan.
Dr. Javaid R. Laghari Chairperson, HEC lauded the efforts of IUCPSS in promoting cultural diversity and national harmony. He was of the view that Pakistan has rich cultural and folk music. It is need of time to highlight the teachings of our saints and Sufis who preached the message of tolerance, affection, harmony and respect for human rights. Prof. Dr. Sohail H. Naqvi, Executive Director, HEC said that universities should develop close relationship with local community for preservation of local history and culture. Mr. Saad S. Khan, Managing Director, Punjab Tourism Development Corporation also gavea detailed presentation on Cholistan Jeep rally.
The Cholistani artists and students of dramatic club belonging to the Islamia University of Bahawalpur enthralled the audience with their live performance and received a lot of appreciation from the audience. The stage was designed according to the Cholistani culture and traditions. Cholistani famous artists Jamil Parwana , Naseer Mastana, Malang Hussain, Mureed Hussain entertained the audience with their famous Cholistani folksongs.


The National Testing Services of Pakistan signed a Memorandum of Understanding for collaboration with the IUCPSS. The country s’ first ever Inter University Consortium for Promotion of Social Sciences, Arts and Humanities is coined as a remarkable initiative, initially established by eight leading higher education institutions of the country under the facilitation of Higher Education Commission Pakistan. “Inter-university collaboration brings the higher educational institutions closer to one another for a constructive cause while availing each other’s resources and expertise.
Realizing the importance of social sciences for the socio-economic development of the country and reformation of the society, HE Chas paid special attention to strengthening the social sciences through a number of new programs; establishing the Committee for Development of Social Sciences, Arts and Humanities in Pakistan (CDSSHP); initiating thematic research grant in social sciences; allocating special quota to the social sciences in human resource development programs; strengthening institutional capacity through improving existing facilities in social science departments of universities and maintaining close interaction with R & D and civil society organizations working in the field of social sciences.

Following are the important areas of collaboration between two parties:

The IUCPSS will assist TDCP in upgrading its ongoing educational activities in the area of hospitality management, act as liaison body in the development of curricula and its approval from the Higher Education Commission of Pakistan.
In consultation with the TDCP, IUCPSS members will initiate programs in hospitality management. Consortium member universities will also act as affiliating body of the TDCP ongoing educational centers.
The TDCP will be a partner whenever requested by the consortium members in activities relevant tosocio-economic uplift, linking youth with national history, art, civilization, culture and tourism through youth awareness campaigns. Both parties will also collaborate in programs on improved harmony and tolerance in the society and development of tourism culture in Pakistan.
Both the parties will offer special discounts in service sectors including TDCP shops, hotels, motels and restaurants and consortium member’s higher education institutes guest houses and associated services.
Both the parties will have option of utilizing each other’s platform for joint national and international linkages for promoting tourism and positive image of Pakistan.
Both parties agree to conduct joint seminars/conferences & workshops, academic programs in the area of policy matters relating to tourism and hotel management.
Both parties will cooperate in the promotion of co-curricular activities at university campuses.
Both parties can initiate any additional program not mentioned in this MoU through mutual consent.
Both parties agree to appoint Mr. Murtaza Noor and Mr. Tahir Masood Khan Niazi as focal persons of IUCPSS and TDCP respectively.
